Last year, 725 million rubles were allocated to the development of agriculture in the Smolensk region, of which 459 million were funds from the federal budget. Despite the values of the level of co-financing established for the Smolensk region by the Ministry of Agriculture, the regional program for the development of agriculture provided for a much larger amount. So, instead of 45 million rubles, 114 million were allocated from the regional budget for these purposes.
“Since last year, Governor Alexey Vladimirovich Ostrovsky decided that we will work not only within the framework of co-financing from the federal budget, but also direct additional regional funds, which are extremely important and necessary to fulfill, including, the Decrees of the President and raise economy in agricultural production. I would like to emphasize that the decrees of the head of state in the field of agriculture are focused primarily on the creation of high-tech jobs, wage increases, as well as an increase in labor productivity and investment.
Last year alone, this additional financial assistance in the amount of 152 million rubles from the regional budget allowed Smolensk farmers to implement 18 areas of development in the area of agriculture, ”Tatyana Rybchenko noted. Among them - the provision of subsidies for the compensation of costs for the purchase of agricultural machinery, including for flax production, assistance in short-term lending, support for significant areas in crop production and animal husbandry.
In addition, at the expense of the regional budget funds are paid one-time allowances and monthly supplements to young professionals, grants are provided for local citizens' initiatives, fairs are held, etc.
Jobs and modern technology - the basis of effective agriculture
The priority of the regional administration is the creation and modernization of high-performance jobs in the agricultural sector. Last year their number increased to 960 places, which is almost twice as many as five years ago. In particular, over 300 jobs were created in pig breeding, 155 in beef cattle breeding, 160 in dairy cattle breeding (including goat breeding), and 140 in rabbit breeding.
It is important that in five years the average annual labor productivity of one employee has increased almost three-fold to 2.2 million rubles. “This is quite a serious indicator, namely the criterion that allows you to judge how effectively we work,” the head of the department stressed, adding that the indicator also affects the wages of farmers, which, by the way, also increased almost twice in five years .
According to Tatyana Rybchenko, attracting young specialists to the industry is a key focus in personnel policy. In accordance with the regional legislation, they are paid a lump sum in the amount of 210 thousand rubles. Last year, 10 young specialists benefited from this form of support and were employed in agricultural enterprises in Ershichsky, Roslavlsky, Safonovsky and Smolensky districts.
Another form of support for novice farmers is monthly wage premiums: in the first year of work - 3 thousand rubles, in the second year - 2 thousand, in the third year - one thousand. In 2017, 40 people became their recipients.
Particular attention is paid to the formation of personnel reserve. “In this issue we are actively interacting with the Smolensk State Agricultural Academy and the Smolensk Research Institute of Agriculture. In addition, a number of agreements were signed with leading agricultural institutes of the country, in particular, with the All-Russian Research Institute of Flax and the All-Russian Research Institute for the Mechanization of Flax Growth, ”said the head of the department.

Growth in agricultural production slows down
The growth rate of agricultural production in Russia in January-April 2017 compared with last year decreased and amounted to 0.7% versus 3.6%. In monetary terms, in the first four months, Russia produced agro-industrial complex products in the amount of 956.2 billion rubles, in April in annual terms, this figure increased by 0.8% to 315.4 billion rubles. The state program of development of the agro-industrial complex provides for the growth of agricultural production this year by 1.7%.
Last year, agricultural production increased by 4.8%, and the head of the Ministry of Agriculture, Alexander Tkachev, said earlier that the agency expects, according to the results of 2017, at a rate not lower than last year. However, according to the World Bank, this result will not be repeated this year. “After a high growth rate in 2016 thanks to a good harvest, we expect a slowdown in 2017–2019. Growth will be supported by investments in previous years in the dairy industry, ”the report says. According to the World Bank estimates, this year agricultural production growth in Russia will be 1.2%, and in 2018–2019 - 1.7% each.
In January-April 2017, retail trade turnover in Russia decreased by 1.4% in comparable prices compared to the same period of 2016 and amounted to 9.06 trillion rubles. In April 2017, the retail trade turnover did not change compared to April last year and was at the level of 2.33 trillion rubles, however, the share of food products in the structure of retail trade turnover decreased to 48.5% from 48.9% in April 2016 of the year. In monetary terms, the turnover of food retail in January-April amounted to 4.41 billion rubles, which is 2.5% lower than the same period last year. Food prices in April rose by 0.6% (in April 2016 - by 0.4%), inflation as a whole in April was 0.3% against 0.1% in March, in annual terms it slowed down to 4 , 1% from March 4.3%. The annual target of the Central Bank on inflation of 4% can be achieved in May.
